It starts with a human female infant. She is born at an efficient government run hospital. All hospitals, including government service establishments, are efficiently run and serviced by happy healthy satisfied medical workers. Her or their parents don't have to pay for her to be born. 

She turns out to be the youngest and will be the last child of the parent. She has a mom and a dad and a big brother who is already eight years old. Her parents are both 36. 

There is a strict 2-chid policy among heterosexual couples. It is because since all of the citizens, no matter how rich they are or how they don't save that much money from extra work oustide of their government assigned and supported role in society, the government, that supervises everyone and makes sure that all resources are used equally but making there are still resources in the future for the next generation, makes sure that there is no overpopulation.
